About Mayor Barnett

Mayor Lincoln Barnett serves as the Mayor of Hughes, is former Chairman of the St. Francis County Democratic Party, and is a State Committee Member for the Democratic Party of Arkansas. He has been engaged in public service since the age of 23, starting out as a School Board Member for the Hughes School District in 2012 (now consolidated with West Memphis School District).  


After graduating from Morehouse College in Atlanta, Mayor Barnett returned home and dedicated himself to service. As a 2nd-term Mayor, Rural Non-Profit Leader, and Minister, he knows the gaps that exist in our communities and what support is needed for East Arkansas to thrive again. He is committed to protecting East Arkansas public schools, expanding access to healthcare & mental healthcare, and reviving our area with new jobs and new beginnings.

  • Criminal justice & prison reform - fair sentencing, enhanced rehab programming to reduce re-incarceration, expanded job/skills training and education for the incarcerated


  • More affordable in-state technical school & college options

  • Prioritize transparency in government and access to your State Rep

  • Address regional hunger and lack of access to healthy food

  • Address rural health clinic & rural hospital closures; attract more providers

  • Expand access to mental healthcare, drug rehabilitation, and healthcare services
